EIB Issues First DLT-native Commercial Paper on Clearstream’s D7 Platform

29.06.2026
The European Investment Bank (EIB) has issued the first DLT-native commercial paper on Clearstream’s D7 platform, marking a pivotal moment for digital finance. Citi facilitated the issuance acting as sole dealer and issuing and paying agent. BIL, DekaBank, DZ BANK, Eurex Clearing, Union Investment and Volksbank Mittlerer Schwarzwald participated as primary investors in the tokenized commercial paper.  Subsequently, DekaBank and Eurex Clearing were able to mobilize the DLT instrument through Clearstream’s triparty collateral management solution and the ECMS for financing with the Bundesbank, demonstrating the end-to-end interconnectivity of the European digital bond markets and supporting the ECB’s broader digital strategy. This landmark transaction marked the digital issuance of a DLT-native Euro-denominated commercial paper distributed into the international market (also known as Eurobond market) with 10 business days duration and EUR 77.5 million principal value. It represents a significant step in the tokenization of securities within a secure and regulated market infrastructure, pointing to a future of increased efficiency, transparency, and speed in the issuance and settlement of financial instruments. It was processed via Clearstream’s D7 platform enabling issuance with DLT-based tokenization capabilities at scale, all within a regulated framework that complies with the Central Securities Depositories Regulation (CSDR).  Following the European Central Bank’s recent decision to accept DLT-native securities issued via central securities depositories (CSDs) as collateral in Eurosystem credit operations, this transaction demonstrates that digital assets can serve not only as investment instruments, but also as mobilizable collateral in the financing ecosystem. By enabling use through Clearstream’s tri-party collateral management solution, it reinforces the relevance of tokenized issuance for market liquidity, collateral mobility and the future functioning of financial markets. Cyril Rousseau, Director General of Finance at EIB, said: “The transaction illustrates the potential and appeal of applying DLT more broadly in financial markets. With its first DLT-based digital commercial paper issuance, the EIB marks a further milestone in its broader work on the issuance of digital financial instruments, building on extensive experience in this field and supporting the Eurosystem. The Eurosystem eligibility of tokenized securities is a very welcome addition to the digital financial market ecosystem and important for investors.” Dirk Jones, Head of Issuer Services at Citi, commented: “As sole dealer, and issuing and paying agent, Citi continues to actively participate in the development of digital capital markets worldwide, including in Europe. This transaction, and our support of the EIB and Clearstream, exemplifies the benefits of integrating distributed ledger technology (DLT) in significant financial markets including commercial paper issuances to benefit both global investors and issuers.”  Jens Hachmeister, Head of Issuer Services & New Digital Markets at Clearstream, stated: “D7 is reinventing how securities are issued, managed, and traded, benefiting all market participants by providing the flexibility to choose between dematerialized and tokenized issuance. By combining this innovation with our unique tri-party collateral management connectivity to ECMS, we are leading the capital markets’ transformation and unlocking greater speed, enhanced liquidity, and collateral mobility, while proving the financing utility of tokenized securities within established market infrastructure.” The DLT-native commercial paper triggered high interest from a diverse group of primary investors:  Anne-Sophie Dufresne, Head of BIL Corporate and Institutional Banking, said: “This transaction reflects BIL’s commitment to digital innovation and our ambition to help shape the future of capital markets.” Viktor Banh, Managing Director Digital Assets Markets at Deka, said: “We are pleased to support the EIB and our partners on this important milestone. The eligibility of DLT-native securities as Eurosystem collateral marks a key step towards broader adoption.” Matthias Bergner, Group Treasurer DZ BANK AG, said: “We are excited to participate in EIB’s landmark transaction, advancing DLT-based capital markets and marking an important step forward for blockchain integration in institutional finance.” Roman Zeiss, Head of Treasury, Eurex Clearing: “Eurex Clearing strongly supports the ECB’s digital strategy. From a treasury perspective, having DLT-native securities as a re-financing option is a next milestone in our digital roadmap.” Christoph Hock, Head of Tokenisation & Digital Assets and DLT Transformation Lead at Union Investment, said: “Collaborating with public and private stakeholders for a sovereign, competitive Europe in digital finance, we see ECB collateral eligibility as a key step toward a scalable DLT ecosystem.”   ***    [Editorial note: Please find here a high-resolution photo of Jens Hachmeister.] About Citi Citi is a preeminent banking partner for institutions with cross-border needs, a global leader in wealth management and a valued personal bank in its home market of the United States. Clearstream Opens Kenya Market Link

25.06.2026
Clearstream, Deutsche Börse Group’s post-trade business, opens a new domestic link to Kenya on June 29, 2026. The connection provides institutional investors with efficient access to the local market through a unique omnibus account structure, supporting Kenyan government bonds, infrastructure bonds and treasury bills. Standard Chartered Kenya will serve as Clearstream’s cash correspondent bank for Kenyan Shilling and local custodian with the Central Bank of Kenya. This expansion comes as Kenya solidifies its position as a leading economic hub in East Africa, showing consistent growth and attracting significant international investor interest. This momentum is further reinforced by Kenya’s expected inclusion in global market indices and underscores its rising prominence among international investors. The new link addresses this growing demand, enabling capital to flow more easily into one of the continent’s most promising markets. The connection to Kenya is Clearstream’s 60th domestic market link, making it the only ICSD to offer access to the country. This allows Clearstream's clients to easily settle and safekeep Kenyan Government debt securities, use Kenyan debt instruments in collateral management facilities, and perform foreign exchange services for the Kenyan Shilling, all through a single point of access without any local registration or account opening processes. Clearstream’s global market link network connects 60 domestic markets as well as the international market via one single access point, overcoming the challenges of cross-border investing and directing investment flows where they are needed. Jan Willems, Head of Global Markets at Clearstream, said: “The new link to Kenya is an important milestone as it follows Clearstream’s strategic aim to facilitate global investment and provide further access for our clients to attractive and growing markets. We are delighted to partner with Standard Chartered and the Central Bank of Kenya to connect the Kenyan market to our global network.” David Luusa, Director Financial Markets at the Central Bank of Kenya, added: “The Central Bank of Kenya welcomes the establishment of the Clearstream-Kenya Link which is expected to provide efficient access by international investors to Kenyan Government securities, supported by the Dhow Central Securities Depository (DhowCSD). This is a significant milestone in developing Kenya’s financial markets. The link is expected to deepen liquidity, broaden the investor base, and enhance resilience of the domestic debt market. This development underscores our commitment to strengthening and modernizing financial market infrastructure, fostering greater integration with the global financial system, and advancing Kenya’s position as one of the leading financial centers in Africa.” Birju Sanghrajka, Chief Executive Officer & Head of Coverage, Corporate & Investment Banking at Standard Chartered Kenya, commented: “Standard Chartered Kenya is pleased to collaborate with the Central Bank of Kenya and Clearstream to make Kenya, Clearstream’s 60th domestic market link globally and second in Africa after South Africa. This marks an important milestone in the development of Kenya’s financial markets. Increased foreign participation in local government securities is anticipated to bring capital into the economy, broaden the investor base, enhance market liquidity, and promote higher standards of transparency and efficiency.” ***  [Editorial note: Please find here a high-resolution photo of Jan Willems.] About Clearstream Clearstream is the innovative and trusted post-trade business for the global markets. Eurex Derivatives Now Live on NinjaTrader For European Traders

15.06.2026
Eurex has today announced that a selection of its benchmark European derivatives are now available to European traders on the NinjaTrader platform. NinjaTrader, a Payward company, is a global leader in retail futures and trading technology. The launch is the latest deliverable of the larger strategic partnership between Deutsche Börse Group and Kraken, which aims to give professional and retail traders unified access across traditional and digital asset markets. It follows the integration of 360T’s FX liquidity into Kraken and the launch of xStocks on 360X. At launch, NinjaTrader European clients can trade a selection of Eurex’s most actively traded derivatives, including EURO STOXX 50, DAX equity index futures and Euro-BUND fixed income futures. NinjaTrader is now available to customers throughout the EU/EEA, 30 countries in total. "The partnership with Kraken is a cornerstone of our digital strategy," said Robert Booij, CEO of Eurex. "By connecting our trusted, regulated infrastructure with Kraken’s innovative platforms, we are not just expanding product access for existing clients; we are opening up our benchmark products to a new generation of investors and actively shaping the future of financial markets. This is a powerful demonstration of our commitment to leading the industry’s transformation and providing our clients with the integrated, hybrid solutions they need to thrive in the digital age." "Traders increasingly work across digital and traditional assets, and need unified accounts and risk frameworks to manage those positions in one place," said John Palmer, Global Head of Derivatives at Kraken. "The convergence of crypto and traditional finance pairs the regulated track record and distribution of established markets with the round-the-clock trading and settlement of digital assets. Our partnership with Deutsche Börse is how we bring both together for clients worldwide." "When NinjaTrader launched across Europe earlier this year, we brought our 20+ years of futures-native infrastructure to the market for the first time. This launch with Eurex is a direct expression of that same commitment by adding Europe's own benchmark derivatives to NinjaTrader’s platform and infrastructure," said Chris Tripp, General Manager, NinjaTrader International. "Combined with Kraken's broader strategic partnership with Deutsche Börse, we're building something that didn't exist before – a single ecosystem where traders can access digital and traditional markets without giving anything up on execution quality, pricing transparency, or regulatory standards." A Phased Roadmap Today’s launch is the first step in a larger roadmap that will deepen the partnership between Eurex, Kraken and NinjaTrader. Future roadmap milestones will include: Distribution via Kraken Pro: Eurex products will be made available at a later date through Kraken Pro, starting in Europe and expanding to the US, enabling Kraken clients to trade Eurex derivatives alongside digital assets in a single interface. Product expansion: Eurex and Kraken will broaden the contract selection, including MSCI index futures, to give investors access to global benchmark derivatives. Global rollout: Distribution beyond Europe will follow in subsequent phases, bringing Eurex’s benchmark products to Kraken’s global client base. Jointly developed products: Eurex and Kraken plan to launch a range of innovative new derivatives, designed for Kraken's client base, listed on Eurex. The Eurex launch sits within a broader set of collaborations between Kraken, the broader Payward Group including NinjaTrader, and Deutsche Börse Group. Future phases are planned across the partnership. About Eurex Eurex is the leading European derivatives exchange and – with Eurex Clearing – one of the leading central counterparties globally.
