United States: Traditionally, data centers have been regulated mainly through state and local laws governing land use, zoning, building codes, environmental compliance, utility connections, and tax incentives rather than through a comprehensive federal regulatory framework. Within the last week, however, the Federal Energy Regulatory Commission and Congress have taken action to establish federal parameters for interconnection, cost-allocation and other issues related to the energy demand created by data centers and other large loads.
